After selection in IAS, when one gets to become District Magistrate?

After selection in IAS, when one gets to become District Magistrate?

The Civil Servants are the backbone and the steel frame of our country and the effectiveness and efficiency of a nation depends on the abilities of the officers in carrying out the executive functions of the state. In this context, the training of the civil servants has become an important aspect of modern personnel management. 

Therefore, after having successfully completed the Union Public Service Commission recruitment process, a fresh IAS probationer or ‘officer trainee’ reports to the National Academy of Administration (LBASNAA) at Mussoorie for his/her training.

 

The first two years comprise induction training. The Mussoorie training starts with a foundation course in common with other Central Services. Thereafter, the professional course for the IAS at the Academy is in two phases which sandwich the State and district training conducted in the officers’ state allotment. During this period, the trainee must develop a native talent, intellect, will and competence to apply his/her training on the ground. After completion of the 2 years of induction training at LBASNAA and in the cadre, he/she is appointed for a short stint mostly 1 year as Sub-divisional Officer or sub-district magistrate (SDM). Thereafter, on completion of 2 years, the SDM is eligible for promotion from the junior scale. In some states, this means an assignment as Additional Deputy Commissioner/Additional District Magistrate (ADM/ADC), or Project Director District Rural Development Agency, or Chief Executive Officer Zila Parishad. The ADM/ADC is eligible for promotion to District Collector/ District Magistrate after completion of 5 to 8 years of Service. 

During this 8-year journey from a probationer to a DM/DC, the principal job of the public servant is to serve the public with dignity, freedom and responsibility. In their approach to the job, the mood and spirit of service must exist, and the Civil Servant must be an agent of change. As member of the civil service, one needs to function with absolute integrity, allegiance to the Constitution and the law of the nation along with national pride, devotion to duty, honesty, impartiality and transparency.
